Не работает set $limit_rate и limit_conn

Есть схема:
nginx1 -> nginx2 -> apache

Не работают ограничения, которые задаются на nginx1 set $limit_rate  
512k; и limit_conn one  1;
Что сделать, чтобы они работали?
