ignoring proxy_read_timeout?

We're getting upstream timeout errors on certan requests that generate
large reports.  I tried setting proxy_read_timeout 300 in both the
location and server sections of the nginx.conf file, but even after
restarting nginx requests still return a 504  Gateway Time-out after
exactly 60 seconds.

Any ideas?
