parsing special characters

Dear All,
How does one escape URL based special characters in nginx?
To give you an example

a domain can get requests which passes the urls from another domain...

For e.g.

http://mydomain.com/u=http://anotherdomain.com/someurl/%7c

the u paramter can contain special chacters from another url

Suggestions are welcome. Thanks in advance
