HTTP/2 prioritization is intermittent and often ineffective

Hello all.

I believe I am having a similar issue as the one explained in this ticket
https://trac.nginx.org/nginx/ticket/1763 (HTTP/2 prioritization is
intermittent and often ineffective).

Are there any known workarounds or is this issue still a WIP?
