[PATCH] Added support for the 308 Permanent Redirect

Hello !

this patch add support for the 308 Permanent Redirect (RFC 7538
<https://tools.ietf.org/html/rfc7538>).

Browser compatibility is good now :
<https://developer.mozilla.org/en-US/docs/Web/HTTP/Status/308>

It allow to close ticket 877 : <https://trac.nginx.org/nginx/ticket/877>

I haven't found any message in the mailing list that lets me think you
don"t want to integrate this feature.

I hope my patch is correct.
