Nginx support for HTTP/3

Hi,

as the readme from the hg repo indicates, you first have to build the
boring lib. (build/ssl build/crypto)

  $ ./auto/configure [..]
--with-ld-opt="-L../boringssl/build/ssl -L../boringssl/build/crypto"
[..]
