Why isn't TLS 1.3 included in the defaults ssl_protocols ?

Hello,

After searching in the archives of this mailing list, I couldn't find 
why the default `ssl_protocols` only include TLSv1 to TLSv1.2 and omit 
TLSv1.3.

Could TLSv1.3 be included in the defaults ssl_protocols?
