[patch] quic PTO counter fixes

Hello,

a couple of patches in the quic code:

first patch improves a bit debugging, and the second patch contains
fixes for PTO counter calculation - see commit log for details.

This helps with some clients in interop handshakeloss/handshakecorruption
testcases
