PR for encrypted client hello (ECH)

Hiya,

In preparation for whenever the OpenSSL library has ECH
support (soonish:-) I've created a PR [1] for a way to
ECH-enable NGINX. Be great to get any comments on that
so that we can try land in a place where different web
servers handle ECH in sorta-compatible ways.
