Если разобраться с thumb и thumbs и создать нужные директории, то ошибка
получается:
[error] 1431#0: *26 directory index of "/var/www/gallery/thumb//" is
forbidden, request: "GET /image.php?cat=11&image=10.jpg HTTP/1.1".
То есть, все равно не подставляется требуемое значение.
