$1000 Bounty for Features (or put my money where my mouth is ;)

This brings up an idea: maybe we should put up a page on the Wiki with
ideas that people are willing to fund (and Igor is willing to implement)
so that people can pitch into a pool to fund features they'd like to see
added.

My thinking is that we will just ask for a "promise to pay" (along with
the amount they are willing to commit) and if/when Igor accepts the task
we can follow up to collect on the promise.

Any ideas about this?  There's clearly some risks and questions to be
addressed (what about failures to honor promise to pay, who will collect
the payments and forward them to Igor, etc), but I think it's worth
considering.
