[dev] proxy_pass, fastcgi_pass and NGX_HTTP_LMT_CONF

Hi.

I have noted that proxy_pass directive has the flag NGX_HTTP_LMT_CONF 
on, but this is not the case for fastcgi_pass.

I do not understand the reason.
