fair proxy module

What I've read about fair proxy module, is nginx sends an incoming request
to the least-busy backend server

 

But if the backend server is DOWN, nginx still redirect the traffic to the
backend. Is that posibble if the backend server is down, nginx stop redirect
traffic to that server?
