python, cgi and perl backend server

Hi, I have about 100 user on my server and all of them have a subdomain.
They can run html/java/php script/apps, on ubuntu server 8.04 with nginx
0.6.32.

I wanna be able to allow or enable my users to also run cgi, perl and
python scripts/apps and also awstats (perl). Could anyone direct me or
show me how to do this?
