Reload / HUP signal not working anymore

nginx: the configuration file /etc/nginx/nginx.conf syntax is ok
nginx: configuration file /etc/nginx/nginx.conf test is successful

Restart works as expected, its only reload that looks like it's doing
nothing at all! Error log has nothing either.
