SSL negotiation failures causing 408 error to be returned

I should note, I've also tried various revisions of nginx, the debug was
taken using 1.1.19 w/ the following configure options

--with-http_ssl_module --with-http_stub_status_module --with-ipv6
--with-pcre --with-debug --with-openssl=/usr/local/src/openssl-1.0.1
