Error with basic auth on windows

Hello,

I'm trying to setup basic auth on windows and i'm getting an error:

CreateFile() "C:\Jira\nginx-1.2.3/conf/htpasswd" failed (2: The system
cannot find the file specified),

I've searched all over but I've not been able to find an answer to why this
would be happening.

has anyone else seen  this issue?
