I've tried this with the plain basic nginx version 1.5.12 which does not
support multiple instances either, it used to a long while back in the 1.2.x
ranges.

You might be able to run something like xp-mode or one of the other free MS
vm's which are license free.
And when you have an unused xp license you can easily use this with
virtualbox.
