location and file extension regex

[Musta Fa]

while i request files
http://domain.com/config.xml
or
http://domain.com/include/config.xml
both files downloaded, which is not good,

simple ~* /\.(tpl|xml)$ {return 404;}
works perfect but blocks files everywhere.
