localhost on Passenger delayed serve

Hi folks.  A localhost passenger domain (hq.local) isn’t showing up on my local Safari.  It’s pointed properly in the hosts file and Firefox takes about 10 seconds to show it, but Safari just waits for it.  Curl also takes about 10 seconds to show the page, but it does show up using:

curl —basic hq.local

nginx test shows nothing unusual.  The syntax has not changed in some time.  Nothing has changed except the ruby files (app.rb and views).  Then I reinstalled an archive that worked, and it simply won’t deliver the goods.

Not sure what to do nor what to look at.  Any advice appreciated.
