Stable version release date for 1.13.X

Next stable branch, 1.14.x, based on 1.13.x mainline, is expected 
to appear around next April, as usual.

Next stable version, 1.12.2, based on 1.12.1 with some bugfixes 
merged from 1.13.x, is expected to be released tomorrow.
