Linux packages: RHEL 8 added

Hello,

As a part of our continued effort to bring nginx to new platforms and
operating systems, I'd like to inform that nginx.org prebuilt binary
packages are now available for RHEL 8.

You can read more about setting the repository up and installing the
packages on https://nginx.org/en/linux_packages.html#RHEL-CentOS.

The packaging source code is available under
http://hg.nginx.org/pkg-oss/file/default/rpm/.
