openssl-1.0.2j already installed

# whereis libcrypto.so.1.0.0
libcrypto.so.1.0: /usr/lib64/libcrypto.so.1.0.0
/lib/libcrypto.so.1.0.0 /lib64/libcrypto.so.1.0.0

finally I upgraded to nginx-1.17.8, which is the latest version
supported by sles12 sp3 (officially)
to update to nginx 19.5, I would also have to update openssl but that
is not possible now (we will update to SLES15 at another time)
