Where to compress text files and filter access

Hello,
What is the best practice for these two situations:
1. Compress text files, should I make the compression on the reverse proxy or on the backend server ?
2. Deny access to specific files for example, files starting with a dot .file, should I write the rule on the reverse proxy or on the backend server ?
