Let's review the permissions on:
- those two directories, i.e. run
% ls -la /data/images
% ls -la /data/documents
- those two PDF files, i.e. run
% ls -la /data/images/thePDFfile.pdf
% ls -la /data/documents/thePDFfile.pdf
