Windows build (nginx-19.8)

Hi,

The documentation at http://nginx.org/en/docs/howto_build_on_win32.html,
it's a little out of date.
But I can build nginx-1.10 successfully.
However I am trying to build nginx-1.19.8 now, and I have encountered
problems.
Windows 10 64 bits
Msvc 2019 64 bits

./configure --with-cc=cl --builddir=objs --prefix= \

It seems to me that ngx_win32_config.h was not created.
Question, is Windows build, is it supported yet?
