How to user custom compiled pcre library with nginx configure

I am custom compiling pcre library.
If I am running nginx configure it is not detecting that library
Setting up environment flags doesn't help
env CPPFLAGS="-I/opt/local/include" LDFLAGS="-L/opt/local/lib ./configure
doesn't help.
How can I force it to detect that library ?
