Patch to support peer_connection bind address

Hi All,

I've found situations where I need to make a peer connection from a
specific IP address due to an upstream policy for who can connect. The
attached patch enables support for a bind address in
ngx_event_connect. Please include it in the core if you feel it would
be useful to others.
